There are other types of program (training program, tax program, meaning 'plan' plus the program of the play or concert meaning 'paper listing of agenda' and tv program meaning 'show' for some examples) making "software program" not redundant in that direction; and as Egmont suggests, the uncountable "software" can seek advice from a whole bunch of programs, or maybe a small portion of the program, or only one program - making it not redundant in the other direction either.
